The present invention relates to a cartridge launcher capable of launching a cartridge containing an object to be transmitted to the ground from a flying drone, and a drone equipped with the same. The device for launching a cartridge containing an object to be transmitted to the ground inside comprises: a launcher; a launcher tube in which the cartridge is disposed inside, formed in a tubular shape, and one end connected to an end of the launcher; a pneumatic supply unit for providing pneumatic pressure for launching the cartridge; an elastic unit disposed inside the launcher and providing elastic force for launching the cartridge; and a launch control unit for controlling the pneumatic supply unit and the elastic unit to operate simultaneously.
