The present invention addresses the problem of providing a system that, when a plurality of aircraft approach one landing field, enables safe and efficient takeoff and landing. A control device (120) according to the present invention manages takeoff and landing of a plurality of aircraft, and comprises: an aircraft position management unit (221) that generates a flight plan for the plurality of aircraft to sequentially land on a landing field (130); and a communication unit (220) that transmits the flight plan to the plurality of aircraft. The aircraft position management unit (221) is characterized by causing the plurality of aircraft to hover in the air above the landing field, and causing the plurality of aircraft to wait at different positions in the vertical direction, where a higher aircraft is at a position farther from the landing field in the horizontal direction than a lower aircraft.
