The present invention relates to a smart cart (500), coupled to a drone (400), for quickly providing rescue supplies to accident victims at a disaster site, and relates to a disaster response system using a smart cart for a drone, comprising: a distress location transmission device (100) for transmitting the location of accident victims when a disaster occurs; a distress location reception device (200) for receiving a distress signal transmitted from the distress location transmission device (100) through Lora communication, and transmitting, in real time, corresponding information to an integrated control center (300); the ground integrated control center (300) for directing a disaster site with respect to the information received from the distress location reception device (200); the drone (400) for transferring the smart cart (500) on which the predetermined rescue supplies are loaded, while flying over the disaster site and communicating with the ground integrated control center (300) through a communication network; and the smart cart (500), which communicates with the drone (400), transfers the predetermined rescue supplies required for primary measures to the received predetermined disaster location, and is provided in an aluminum, magnesium, high-tensile steel or carbon fiber reinforced composite material, wherein the drone (400) has an air drop system capable of transporting the smart cart (500) and dropping the smart cart (500).
