Next, the plurality of cooling water openinglclosing apparatuses (172) are opened at the determined timing of cooling according to priority for discharging cooling water by opening the plurality of cooling water openinglclosing apparatuses (172) when starting cooling of the plurality of table rolls (170) stored in an open mode priority storage section (105) and at a time interval under a certain condition.
