A management system for use in relation to a marine ecosystem includes data collection devices and an agent, such as an autonomous water upwelling or downwelling device, capable of causing implementation of a computer-determined change in the ecosystem, wherein a computer is programmed to operate an intelligent feedback loop and iteratively receive and process gathered data; determining from reinforcement learning whether to implement a change to the ecosystem designed for its improvement, communicate instructions to the agent for implementing the change, observing effects of the change and determining whether a further change would benefit the ecosystem; wherein the change includes causing artificial introduction or removal of water from a depth in the ecosystem by upwelling or downwelling and the rate thereof. Also included is a method of acquiring knowledge of, and managing an ocean ecosystem using the above system.
