The invention relates to a photovoltaic pumping system, method and device. The method comprises the following steps: acquiring environment parameter information and growth stage information of crops; obtaining the irrigation water demand of the crops according to the environment parameter information and the growth stage information of the crops; acquiring illumination intensity within a preset time length; determining the first power generation quantity of all the photovoltaic modules according to the illumination intensity within the preset time duration; acquiring first target electric quantity required by all water pumps for outputting irrigation water demand according to preset power; when the electricity generation amount is larger than or equal to the first target electricity amount, all water pumps are controlled to start working according to preset power; and when the electricity generation amount is smaller than the first target electricity amount, all the water pumps are controlled to start working according to preset power, and the central energy storage system is controlled to complement the difference electricity amount.
