The present invention verifies the monotonic non-increasing property in which a permission range of rights is not expanded downstream, and calculates an authority state expression R (c) according to the determination rules of prohibition priority. A verification record including this determination result is synchronously committed to (i) public metadata and (ii) the configuration of an execution environment within a prescribed synchronization window Δt (sync) under the same determination identifier (decision_id). The equivalence of both commits is recorded as a signed hash chain including a combined digest C and can be post-verified by a third party. When verification of time synchronization, invalidation confirmation, replay prevention, or the like is not completed, the verification is stopped (fail-closed) in a safe state. In addition, conversion processing or physical execution of an image is atomically coupled, and a trail (transform-id or the like) of same is inseparably embedded or recorded. The final output or action is permitted only when the consistency between this transform_id and the decision_id is verified, and prevents the deviation between declaration and enforcement of the rights.
