본 발명의 실시예에 따르면, 자율주행 드론을 운영하여 각 지역에 불법 주체에 해당하는 차량들에 접근하여 차량 번호판을 촬영하여 단속을 수행하되, 차량과 차량 번호판 및 사람을 인식하기 위한 용도로 학습된 기계 학습 기반 객체 인식 모델을 이용하여 문자를 추출함으로써 장애물에 의한 가림 상태를 회피하여 사람의 작업 보다 정확한 단속 결과를 확보할 수 있는 효과가 있다.]
